why does the motor housing light up?

While i was hoovering the other week,the plastic housing under the bin lit up through the vents,could this be the motor is knackered

Yes knackered and dangerous. Is it a 'few' years old ? 10 years maybe ? It probably has carbon brushes on the motor which have worn and not making contact - or the commutator is worn. If the brushes they can be replaced, otherwise new motor. But either way, the cost is prohibitive, it may be cheaper to chuck it.
