top spray arm on kenmore ultra wash?

The top spray arm on my dishwasher does not move. Water is running out when I open the door bit it doesn't spin. It is free and not clogged. It looks as though the only seal when you close the basket is plastic to plastic. Can that wear out? Any ideas?

there should be a seal probably a bellow on the rear of the basket this is to allow two height settings for the basket on some machines if this is missing most of the water pressure will be lost.
if not missing check the gap after pushing the basket to the back, use a mirror to look from underneath.
the basket is held to the rear by the door.
