Why is no video signal being output?

Recently I purchased a new motherboard for a friend's computer. I connected everything up properly and turned the computer on. The CPU fan only spun round briefly then stopped. So I replaced the PSU with a spare that I had and then everything switched on, but there is nothing appearing on the monitor. Absolutely nothing. Could it be the CPU at fault? The motherboard is brand new and the PSU is working properly.

YOU DEFINETLY HAVE A FAULTY GRAPHICS CARD. OR YOU ARE USING A CARD INCOMPATIBLE WITH YOUR NEW BOARD.
1. CHECK IF CARD IS INSERTED PROPERLY.
2. CHECK IF BOARD ACCEPTS AGP OR PCI EXPRESS CARDS.
3. CHECK IF CARD IS AGP OR PCI COMPLIENT.
IF NO JOY, BUY NEW GRAPHICS CARD.
