my dish washer wont fill .but it all comes on and its just the drain pump working

I just had the same problem - My problem was the drainage pipe had a blocked end point (the white thing). take a bit off the end and it all worked fine.

If it won't fill and instead continuously drains it sounds like water has leaked into the base and activated the anti-flood device, check in the base for water and resolve leak before refilling. Ideally buy a decent appliance.
