if programmer is set on hot water you get hot water,if set for both you still get hot water,if set for heating alone you get nothing.
3 port valve is new, programmer is new,and there is no room stat only trv`s

If the boiler fires ok on hot water but not heating, then the fault has to be external, the boiler does not know what you need, it just looks for a signal
if you select hw and ch together, do you get both , only one or neither ch or hw?

If the boiler is firing up for hot water but not heating and as you say it is not the programmer or 3 port have you tested the room thermostat.
