Could be a number of reasons in the ignition sequence that won't allow your fan to start.....
Whats the boiler make and model?
Is the boiler going to lockout?
Describe what happens exactly when you turn on the boiler...

FIRSTLY TRY A SQUIRT OF WD40 AS THE PUMP SEEMS TO BE STICKING,WD40 WILL NOT LAST BUT IT WILL INDICATE WHAT IS WRONG. IF YOU CAN GET HOLD OF FAN LUBRICANT THAT WOULD BE BETTER. JUST KEEP SPRAYING OR ITS A NEW FAN
