how can i fix my tv?

we purchased a 40" ultravision tv around 10 years ago cost over 5,000.
lately when we turn on the tv, the screen moves scrolls up really fast, making it impossible to see the picture.

some channel however the screen scrolls up fast at first, than slows down and once a while it starts up again.

when we play the dvd, again at the beginning it scrolls up but than stop and everything is fine.

we lost the origial remote long ago..

is this problem a fixable one or is it time for a new one?
