It could be several things really - if the spindles (hinges) are stuck with corrosion then a fuse could have blown, or perhaps the main column switch has failed - there is also a relay in the electrical system. If these check out ok then the wiper motor itself has a self park mechanism which could be faulty....sorry to be a bit vague!
