how can i change my peugeot 206 oil filter?

Hi my Pug 206 sxi on a y plate has developed problems, firstly the speedo doesn't work, the hand break & Abs lights stay on and when i turn the car off the dials start to twit & make a ticking sound, so now i have to disconnect the battery overnight, also the rev counter is all over the place, iv checked the fuses and abs sensors yet nothing, any idears to what has happened, can it be a fault in the cluster its self ?
