Is my Philips 28PW6615C repairable?

The screen recently has been going a hazy green colour & has now at last gone completely green so you can not see the picture. There is also a non moving white spiraling thin line across & from top to bottom of the whole of the screen. We have sound, but no picture.

Ypu have heater /cathode short in your crt (new tube req,d).
