Mend Honda 10hp Changed Oil Sump

4year old Honda 10hp...starting probs?

I've changed the lower unit oil, and sump oil (btw should the yellow sump checker have a plastic probe on it to show level?).....now it won't start. Ideas?

Ah right, just discovered the kill cord key was incorrect...too thin! Also found the dip stick.
