used only once from new now it wont start up checked plug it was oily still same after cleaning

does the engine turn when you pull cord if it does empty the tank try new fuel at the right mix .if you pull the cord and it stops undo the shaft off it a try starting the engine its self. if this is so the drive cable will be seized
