Mend Briggs & Stratton 20 12.5 Lawn Mower Wont Start

The engine (20 HP Briggs/stratton) won't start?

The engine (12.5 HP Briggs/stratton) won't start. The motor starts to turn over and binds up the turn key off and on and hold it it will try it agian. It will not crank long enough to start.
