the float in the carb might be stuck especially if it had set up for awhile with fuel in it because the fuel turns into a laquer and clogs up everything ....pull air cleaner and carb will be under it ......proably needs a good cleaning ....
I had good luck with putting a fuel cleaner in tank and after you push primer and it starts keep pushing on primer to keep it running and it cleared up
