rear brake drum will not come off?

u should be able to get a screwdriver in thru the small hole in drum to release the handbrake adjuster & get the shoes back in...however in practice i find it rarely works ...so...u have to get quite violent & wiggle the drum with a hammer toward u ,hit 1 side the other from the back ,the shoes may break (never happened to me ) but eventually u will get it off .btw it sounds like the little brake cylinder seals have burst,u can get seal kit cheap or recon cylinder cheap frm motor factors.
