The strip light might just be a nosier light fitting than usual because it is old, it would be cheaper to replace the whole light fitting than fiddle around in it, but if you want to get rid of the buzzing a new ballist sound like it is in order (call an eletrician for changind it)

Try a new tube or a new starter (thats the little round thing that sticks out of the casing somewhere, give it a slight turn anti clockwise and it will come out)
There is a good chance you will need to replace the unit though.
