Take the top of the handle off (two bolts), then unscrew the front plastic panel (two screws accessed from the back). You will find the heater mechanism with rubber two tubes coming out of the side. The inlet and outlet will probably be clogged up, take this apart (5 screws) and clean the inlet/outlet holes.
