I have a Hoover 600mb which has the same problem. I just changed the control unit for the motor and the problem is fixed. I believe that most of the washing machines have the same unit. I bought the replacement part from Electrolux for $70 and the part number is 0628271101 and its just a matter of changing the unit by pulling the plug out of the old and putting in the new one.

If it doesn't agitate when full of water, what does it do? Can you hear the motor turn on when the water has finished filling or nothing at all?
