DELL INSPIRON 530, Without F2, F12 Keys or Drivers & Utility disc response?

Relatively new,DELL INSPIRON 530 PC, does not access the BOOT MENU via F2, or anything via the F12
keys. Also the Drivers and UTIITY disc, usd in conjunction with F12, iN EVERY INSTANCE OF USING THESE, there is a slight sound, for a second, a few words, bottom left,disappear,then a blank, black, screen. For ever. The PC ccan be started, via TASK MANAGER or, if turned OFF, will swtich OFF Immediately! In contrast to doing this, after use, when loaded. Then, the button has to be held for some time to turn OFF. Thank you.
