electric start ?

hii my names daniel ive got a peugeot SPEEDFIGHTER 1 and my kick start has snaped off and the electric start doesent work when i put my key in and turn it all the lights come on but when i hold in my break and press the electric start button it makes a strange noise like the battry is flat but ive tried chargin the battrey i think its this little black square box next to the battery withe four gold metal pins sticking out of it and that goes into anouther black thing and when i press the electric start button its that makin the strange noise can sum 1 help me because i need my moped for work plzzzzzzzz
