my zanussi dx6453 dose not heat up the water?

the dishwasher works ok but the water is cold is it the heater or the thermostat faulty?
there is 138volts to the heater when it is running.

pcb track blown near heater relay.remove pcb from fascia.mark wiring and remove connectors.split plastic casing and remove the pcb and look for bad joints or fused track.resolder using fuse wire can be one way of fixing it as the new pcbs are expensive
