how to reduce water pressure on cistern fill after flushing?

The water pressure when the cistern is refilling after a flush is so great that water forces its way out between the cistern top cover and cistern body. Is there some method of adjusting the water pressure on cistern refill?

Two things you could do:
1) Reduce the inlet flow so that the water gets into the cistern at a reduced speed.

2) Ensure that the water inlet is completely cut off when the cistern full to the desired level.
