kids midi 50cc atv two stroke speedy r " pull start model"?

hi all, i bought this for my children 2 years ago and has only been out 4 times,and now it wont start i have new fule, carbs have been cleaned out spark plug sparks and is wet. any suggestions would be welcome thank you.
