Mend Piaggio Zip 50 Petrol Carb Engine

piaggio zip will not run?

50cc zip, if I fill the petrol pipe from the tank to the carb engine will run fine.
connect the pipe to the tank and will not pull petrol through.and will not start
can anyone help please as this is my grandsons bike and he cant wait to be able to ride it
