HOT WATER INDICATOR NOT ON?

I HAVE A VAILLANT TURBOmax VUW242/1/E.
THE HOT WATER WILL ONLY WORK IF THE HEATING IS ON BUT THE INDICATOR LIGHT IS NOT WORKING.

DO I NEED TO REPLACE THE DIVERTER VALVE OR MAYBE ONLY THE DIAPHRAGM, OR IS IT SOMETHING ELSE. --- COULD IT BE THE PRESSURE, AS ITS ON 2 AT THE MOMENT.
