Hotpoint TDC32 dryer will not dry?

I have a Hotpoint Aquarius TDC32 condenser dryer. The heating element coils show complete continuity, but one of the mica strips in one of the coils is broken. Would this affect it, or is it more likely to be the thermostats?

One of the thermostats shows live both sides, the other only live on one side only, when the machine is operating.
