sounds like either trapped clothing around the spider at back of drum or bearings seized more than likely the bearings in my opinion ... check for clothes trapped around heater by removing one of the paddles pull towrds you it will unclip ... ALWAYS UNPLUG FROM mains before tampering ...

assuming no clothes have been lost between the two drums sounds as if the inner bearings race has collapsed and picked up and jammed the drum . Remove power try to rock the inner drum either way till free, when free check the inner drum for up/down movement, excessive movement indicates bearing failure.

thanks but the belt is just spinning on the seized drum does not move

belt problem, either loose/snapped or jumped off the pulley
remove the top of the machine to see the problem.
