To change the drive belt, you need take the blade off and remove or bend back the cover from underneith the mower.
Take the side cover off from under the spring loaded cover. Slip the new belt onto the pulley near the back wheels, then onto the drive spindle.
There should be no petrol in and if you turn the mower upside down, it will leak oil.

It's just a matter of removing the cover under the deck, and manoevering the new belt over the pulleys. Not a difficult job.
