Mountfield sv150 mower?

Hi guys need some advice my mountfield sv150 runs but continually pulsing when I try to take it out of idle and take it up to cutting speed . The only time it run well was when the paddle arm got stuck back and run on full power for about 2 min so any advice would be greatful
