The diaphragm you describe is a fuel pump diaphragm. It's responsible for keepng a small 'cup' inside the tank full of fuel - this cup would be the float chamber in a conventional carb. No pump = no fuel = no go.
The engine has NO CHANCE of running properly without this. Costs pennies - change it!
