Mend Briggs & Stratton 450 Series Start

how can i fix this problem briggs & strattion engine 450 series 148 cc?

when i start my lawn mower from cold it runs for about three seconds then dies it only keeps running if i keep pushing the primer button on side of the carb.
the spark plug is very black and sooty.
when it is running it runs really rough
