Can you HELP ME!?

I have a used Neptune Stack 2000 Series we just got, we hooked it up, The dryer works fine but, the washer when we hit the start button, the water starts to come in and then shuts down and does nothing, we put on new water hoses, they are ok. We checked the screens, they are ok.
When you turn the washer control knob to the spin cycle and hold in the start button it pumps out the water. So it seems like the pump is ok. When we got it the timer knob was broken off, I fixed the knob and it seems to be ok. It does not work/run on any setting. Some times it has a clicking sound on the timer, and most settings none. Can you help? Thank You Jim
