radiators coming on when not needed?

my cental haeting ia playing up , i think th esyncro motor is perhaps sticking ie not fully shuting off heating port when only the hot water cylinder is calling for heat , is this correct assumption as when even my thermosat in hall is set to low the systenm is still haeting up the radiators , any ideas please
