I have an oil filled heater which has power but not working(getting warm)?

I cannot get any heat out of it, there do not appear to be any burn marks etc but has power. What steps should I take to identify what is the problem?

Patton Heater (Radiator type)
Model Number: POH2501
Product code: 3802
120 V 60Hz 1500W

Please... need answers ASAP!!!!!

I have one that is not working also. I have trouble shot it (I am an EE with hands on experience) and found that the internal fuse is blown. Unfortunately it is "hard wired" in so would need someone that knows how to replace it.
Sorry, that is not what you would like to hear.
