Engine only runs with choke on?

I have a briggs 5.5 OHV. replaced air filter, replaced carb. Still only runs with the choke on. Any ideas?

It's a fuel blockage to the carb,clean fuel line and filter which is normally in the tank also clean tank.
use an airline if possible.
