How can I fix my Hoover dishwasher?

I have a Hoover dishwasher the problem is when then the program is finished the dishes are still dirty. I have tried using Finish dishwasher cleaner but it makes no differance. I think the arms need cleaning but I dont know how to take them off and cannot find the instruction booklet so I really need help.
