how can i fix my vauxhall vectra 2 liter dti on a x?

i run out of fuel a couple of weeks ago and since filling back up i have lost alot of power and there is alot of white smoke the oil and water are fine and ive blowen throught the little air pipes its only getting up to 1500 rpm but when first started it will hit 4500 and the turbo kicks in but when the engine light comes on the turbo nocks off and im only getting 10-15 miles an hour in each gear so a bit confused what it could be any help would be an advantage
