ravenheat ls 80 combi bolier dead apart from power led being very dim?

appears to be dead apart from the power light being very dim, the pump or fan are not working, does anyone know if its the ignition board or the control board that is faulty ? the pressure in the system is only .7 bar , but would this cause it to appear dead ?
