peugeot trekker off road 50 cc 1999?

scooter died on me twice on way home after i filled up , i had look am getting spark engine turns over on kick and starter button full tank of fuel and oil , i pulled fuel pipes off fuel tap and no petrol present , i poured petrol down fuel pipes thinking it could be vacumn fuel tap not working and still not start removed fuel tap and caught petrol in petrol can , am i right in thinking that the problem is to do with the fuel tap ????? any suggestions please
