how to remove sticky substance from paintwork?

There is a patch of unknown sticky substance on my bonnet (like toffee consistency). It can be pushed around with the end of my finger, but no matter what I do I cannot get it off.

The car is almost new so I don't to do anything radical.

Any idea what I can do to remove it?
