Vectra Estate tailgate closing failure?

My 2006 Vectra 1.9CDTi 150 estate tailgate refuses to close electrically.
It only closes about 1/3 of the way either on the key, the switch on the tailgate, or the drivers door button. Opening is no problem.
Any bright ideas please, and if it is a micro switch etc, where is is located.
