Picture Fuzzy - 1pixel wide lines?

My Toshiba LED 20" has developed a fault where every line of pixels is not in line with the line of pixels above or below it. It gets 'slightly' better as it warms, but not completely.
The effect is that if you look at the extreme right of the picture, it is as if you are looking at a graphic equaliser as each pixel line shifts left and right... and if there is writing on the screen e.g. Football scores, then this appears verry fuzzy , but when up close you can see the line of pixels shifting left and right
Any ideas ?
