how to fix samsung washing machine?

washer wont spin,flashes UE meaning uneven load, have tried small,big light and heavy loads but same outcome. Sometimes spins if you use spin only cycle but can take several attempts. Belt seems fine and no vibration from drum which turns freely by hand.Any advice would be great. thanks
