Briggs and Stratton Mower?

Subject: Lawn mower withBriggs/stratton engine with primer type carburettor.
Problem: Engine starts OK but within 30 secs becomes lumpy(hunting ?),loses power plus sprk plug becomes very sooted up.
Help please.
