citroen belingo van wiper problem?

I am wondering if the wiper sytem has a relay and where it is situated. my intermitant and normal wipe settings do not work but fast does and if i put on fast the other settings work especially if raining. when i switch engine on again after stopping they do not. i also thought the stem may be faulty any ideas
