why is my storage heater always hot?

hi, just moved to new home that has storage heaters installed one of which is a creda automatic 79161 the auto set control is set at 2 and room temp set at 1 yet the casing remains too hot to touch all day. surely this cannot be correct as the other two (CPEX models) cool down during the day and at about 10pm are virtually cold. what am i doing wrong? could it be faulty? i don't want a frighteningly huge electric bill! can anyone please advise? thankyou
