Wickes lw50ci combi boiler - pressure too high?

I have a wickes lw50ci combi boiler
A flexicon (Ithink25Ltr) expansion-pressure unit - This is reading at just below 3 - which I know is on max high side. Everytime I try to turn valve to release pressure - the pressure just rises a bit to 3 and then drops agian to just below 3. I am worried about turning the pressure valve to release pressure incase it sends the pressure even higher.
I have noticed the radiator in cellar isnt coming on. I think this radiator may be a bypass circuit. -
Could the radiator not be coming on because it needs bleeding. I havent turned radiator off so not sure why it is not getting hot - could this be why the pressure is high.
What else could make pressure high?
I read somewhere that boilers need to be topped up with water - does mine and how.

the valve on the pressure/expansion unit is I think obviously the water supply and when I turn it on it still raises the pressure - rather then reducing it to a safer level. The radiator near the boiler does not have the same valves as the other radiators. This radiator is not coming on- it was last year and I havent altered the valve. I tried bleeding it but just got lots of water coming out - which i understand means it didnt need bleeding. it did lower the pressure a bit - but then I turned on the valve on the pressure gauge ad it went back up to the max high of 3.
Does anyone know why my radiator isnt coming on ?
And why the pressure is dangerously high?
