Dipped headlight not working on Corsa b???

My dipped headlights arent working on my 1997 corsa b, Ive tried checking fuses, replaced bulbs and theres still no difference, the car still thinks the headlighs are on as i can turn the full beam and fog lights on. ive looked on other forums and they say try the relaybut i dont have one in my model, Can anyone help please???
