focus 2009 keyfob?

I have just bought a brand new Ford 3 button remote keyfob with an uncut blade, Ford tell me I have to take it to them to program it. Can I do it myself using my instruction book or not ? they say I can not, I can get the blade cut elsewhere.My car is 2009 model Focus.
