STORAD radiator not working?

the power light on the wall switch comes on when the economy electricity kicks in at night. but there is no heat output in the morning. is there an internal fuse in the heater or does anyone have other ideas about this. it has a rotary switch on each side.

They usually have a thermal fuse link I believe - operates (melts) if things get too hot inside - sometimes caused by hanging laundry over the air vents.
